Require default display rules view for caseworkers

In C�ram v6 it is possible, albeit not trivial, to create a Product, a set of Dynamic Evidence and an Eligibility and Entitlement CER Rule Set completely administratively.

Prior to v6, you could at least show a 'Rules Tree' which showed all rules that executed, together with all Evidence that was used in the determination, and all Objectives/Tags that were awarded. In v6 CER/ERIC, there is no such default display output, so the administrator would have to write a Decisions Details Rule Set, and one or more Dynamic UIM pages to show the output.

This enhancement needs to consider the implementation of a Default Display Rules View for caseworkers.

When a New Product(Benefit or Liability) is created in the administration suite, this might involve automatically creating a display page name for the newly created product and adding this with a category reference in the "CREOLEProductDecisionDisplay" table. The generated UIM could allow a user to view a basic case display rules category, view the summary decision details rules category, and allow comparison of the decision with the previous decision in the same determination as a default process.

This is required as part of making C�ram a more configurable platform. For customers who add their own products, we want to be able to display information about the decisions without the customer having to specifically develop decision details rules in order to display the decision details.

There is a HCR federal requirement that caseworkers need to be able to provide the full justification of the decision to a client on request (which includes how their data interacted with the rules, not just the structure of the rules).
