Update Page Group Navigation bar to be accessible as a forms field using JAWS

JAWS does not goes into Forms mode when accessing Page group navigation bar, and it does not let you cycle through the various entries using arrow keys (in Forms mode) as it does with the Application sections, Application tabs, navigation bar tabs, etc. Moreover the content is not loaded as you cycle through the entries.
The request is to ensure that the page group navigation behaves same as other navigations in Curam.
Support Case Summary (WH00009419) -
In Curam, navigations are being treated as form fields and the user can use the arrow keys to navigate. Sections buttons in the application banner, multiple tabs open in the workspace section, navigation bar within an object are examples of navigation as form field. However, the page group navigation bar behaves differently and is not considered as form field.
Steps to Reproduce –
1. Login as ccssdmcaseworker
2. Navigate to the Home section
Result – When the user navigates to the section button, user will hear the sound to indicate that user has entered a form field. User can then use the arrow key to navigate and select the required section.
3. Navigate to the Cases and Plans section
4. Open more than one tab including as Ongoing case e.g. Child Welfare Case Search and an Ongoing case
5. Navigate to the first tab by tabbing through and moving outside the shortcuts panel.
Result – When the user navigates to the first open business object tab, user will hear the sound to indicate that user has entered a form field. User can then use the arrow key to navigate and select the required tab.
6. Navigate to the ongoing case > Home
Result – When the user navigates to the navigation bar within an object, user will hear the sound to indicate that user has entered a form field. User can then use the arrow key to navigate and select the required navigation bar tab.
7. Navigate to the Administration navigation bar tab and then press tab to move to the page group navigation bar
Expected Result – When the user navigates to the page group navigation bar, user should hear the sound to indicate that user has entered a form field. User can then use the arrow key to navigate and select the required page group item.
Actual Result – Page group navigation bar is not a form field like other navigations. Pressing the enter key does not land the focus into the respective page like all other navigations but instead use has to navigate through the entire page group navigation to land into the page.
E.g. When on the home navigation bar item of the Ongoing case, press enter (to come out of forms mode and select the page). Press tab and user will be into the home page.
However, when the same steps are performed within the page group, the focus does not land into the page. When on the Related Cases page in the Admin nav tab of Ongoing case, press enter (to select the page). Press tab and you will encounter that the focus moves to the next page group item instead of within the page.

    Hi Vikram,

We have evaluated your request and have determined that it cannot be implemented at this time.

The Tabs KC page says https://www.ibm.com/support/knowledgecenter/SS8S5A_7.0.7/com.ibm.curam.content.doc/Accessibility/t_ACCESSIBILITYChapter2ReaderTabs.html

The Page group navigation bar meets accessibility standards and has not been designed to be the same as the tab elements (application sections, application tabs, content area navigation bar tabs and in page navigation tabs).
The related Knowledge Centre accessibility page https://www.ibm.com/support/knowledgecenter/SS8S5A_7.0.7/com.ibm.curam.content.doc/Accessibility/t_ACCESSIBILITYChapter2ReaderTabs.html states:
'The IBM Cúram Social Program Management application is divided into a hierarchy structure with tab navigation at each level; application sections, application tabs, content area navigation bar tabs and in page navigation tabs. Accessibility controls are integrated into these tab navigation elements to aid keyboard and screen readers. This section describes the steps that are involved in navigating and interacting with these tabs and their content by using a screen reader or keyboard (or a combination of both)'

Because of the above, you cannot interact with the Page group navigation bar the same as you do with the Application sections, Application tab, etc.
    ** Keyboard-only user interaction **
In the Page group navigation bar, once you have the focus on one entry, you cannot move it to the sibling entries using arrow keys, and pressing TAB will not move the focus away from the list of entries.

    ** JAWS user interaction **
In the Page group navigation bar, JAWS does not go into Forms mode, and it does not let you cycle through the various entries using arrow keys (in Forms mode) as it does with the Application sections, Application tab, etc. Moreover, the content is not loaded as you cycle through the entries.

This behavior is as designed as our users are familiar with tabbing through the Page group navigation and pressing enter to activate the navigation button in focus. A lot of our users do not want the pages automatically loaded when moving through using the arrow keys.

Your request may be resubmitted for consideration after 12 months from the date of decline.

Thank you for your interest in the Cúram SPM product.
