The Merative team may need your help to refine the ideas so they may ask for more information or feedback. The offering manager team will then decide if they can begin working on your idea. If they can start during the next development cycle, they will put the idea on the priority list. Each team at Merative works on a different schedule, where some ideas can be implemented right away, others may be placed on a different schedule.

Some ideas can be implemented at Merative, while others may not fit within the development plans for the product. In either case, the team will let you know as soon as possible. In some cases, we may be able to find alternatives for ideas which cannot be implemented in a reasonable time.

We have carefully evaluated your request and have determined that it cannot be implemented at this time as it does not align with our current roadmap strategy and it is therefore not something that we plan to address in-product.

Yes we still have requirements to support back-dated applications.
Some examples of scenarios where applications must be back-dated (this is not an exhaustive list):
1. The date of application is the date a county, tribal, or sate servicing agency receives a request for coverage or an application for health care. Most applications to these agencies are not made through the Universal Access portal. Agencies often cannot process an application timely due to resource constraints - it is possible a client made contact in November, but the organization processes the application in January. The application date will be the date the request was first received.
2. For applicants with limited English proficiency, the date of first contact with the Multilingual Referral Line available in service or county agencies is considered the application date. It may take a long time to gather all necessary information from the client, but the date of application is still the date of first contact.
3. If a client is denied eligibility for Medical Assistance (either at the screening phase, or initial eligibility determination, what have you), but an appeals entity determines that the client should have been MA eligible, he must be granted eligibility from the first date of application, not the time the appeal went through. It's possible that by the time the appeal went through the case would have been closed, so we'd have to re-enter an application.
The above are a combination of items from the Code of Federal Regulations and Minnesota's own administrative rules, e.g. CFR 42 section 435.907 and Minnesota Rules part 9505.0015 subpart 5

Given that this request is based on an old PMR, we would like to know if you still have a requirement to support back-dated applications and if so, can you please provide more detail on the business scenarios that continue to require back-dating?
